So I’m writing with the perspective of an IT manager who lived/worked through the hurricane Sandy aftermath in downtown Manhattan. And I can't imagine it’s that unique of a situation.
I'm a small business with limited resources. During hurricane sandy we had dual internet connections that were both severed one for 2 weeks and one for a month and a half. We were not the only company impacted to such an extreme fashion and due to the mess there was a huge backlog for new installs of alternative connections.
I feel like a lot of the new packages are pushing cloud replication/storage as the recommended way for the off-site DR strategy. Had I been on that bandwagon during the aftermath of sandy I would have been up a creek without a paddle until I purchased a new solution, thankfully we were using tapes.
