1TB onsite and offsite backup, no cloud - what?

We have a company we partner with who have asked for some advice on replacing their ageing server and backup setup.

The server is the easy part. Their current backup regime consists of copying their file share(s) manually to a rotation of removable USB drives and taking them offsite.

They'd like something better.

Basic requirement is to do D2D for the onsite copy and D2D2? for an offsite copy with the D2D part probably having a basic NAS as the target - it's the D2? part that I'm not sure about.

There is no dedicated onsite IT presence so it needs to be simple, particularly for file restores.

Something that can email reports would be useful.

They only have a 2mbps internet connection and they're on a continent that isn't renowned for connectivity, so I'm pretty much ruling cloud out.

They do CAD type work so there are potentially large files being created and modified.

The server is 2008, not sure of the CAL situation so whilst in an ideal world the new server would be running 2012 I don't know that for sure.

Budget isn't defined but in such a simple environment I don't think we need be talking $$$ to do this?
