Offsite Backups - Failover vs Archive

Hi,

I'm trying to create our disaster recovery strategy, but have been running into conflicting ideas in regards to offsite backups. So I'd like to get an idea of what others have been doing.

We have our main file server in RAID-5 and it utilizes DFS. I wanted to spin up another server here to use DFS-R, so that we'd have an on-site failover in case something happened to the main file server. Now we have to figure out what to do with offsite backups. 

So I have to ask now, what would you recommend? Setting up the offsite location to be a failover location or should it just be a repository for our backups to be stored on? Or if I'm thinking about this the wrong way, feel free to let me know as well.

I realize that it would depend on our RTO and RPO, but I was just curious as to how others have handled this or if there was some best practices.
